The District of Celle Appoints a Heating Register

The District of Celle is situated in the east-central part of Lower Saxony and forms part of the Lüneburg Regional Association. The Aller, the largest waterway in the district, flows through its southern section. Covering an area of 1,550.82 km², the district is home to approximately 172,449 inhabitants.
In August 2025, the Solar Energy Register went online (see www.solarkataster-lkcelle.de). Now, the district administration intends to expand its services by introducing a Heating Register. This tool provides citizens with free and impartial initial consultation on transitioning their heating systems away from fossil fuels and toward climate-friendly technologies.

PlexMap Heating goes far beyond the mere calculation of heating requirements. We view our Heating Register not as a static set of maps, but as an interactive decision-making tool. Through its integrated economic viability calculator, we empower building owners to model various scenarios for their specific properties. The system individually identifies the most suitable heating technology – whether that be a heat pump, a connection to a district heating network, or hybrid solutions.
The decisive added value of PlexMap Heating lies in its consistent user guidance: “From theory to practice.” Local energy consultants can be contacted via a directly integrated search function. In this way, we kickstart the renovation process precisely where it often stalls – at the transition from initial information to concrete expert consultation.
In this context, the Heating Register serves explicitly as a valuable complement to municipal heat planning. While the municipal heat planning defines strategic focus areas – for instance, for the expansion of district heating networks – and offers attractive solutions for specific sub-sectors of the municipality, citizens residing outside these areas often feel left to fend for themselves when facing the complex question of their property’s future heat supply. Our Heating Register bridges this gap by providing a neutral and free-of-charge advisory service covering the entire district. It acts as an accessible entry point that brings the district’s strategic objectives directly to the citizens’ doorsteps.
We look forward to continuing our collaboration with the District of Celle!
